Florida caps how fast a homesteaded property's assessed value can rise. Under Save Our Homes, the increase is limited to 3 percent a year, or the rate of inflation if lower.
A seller who has owned for ten years has been riding that cap the whole time. When you buy, the cap resets. Your assessment starts at market value.
That is how buyers end up with a payment hundreds of dollars a month higher than the listing implied. The tax figure on the listing belonged to the seller.

Homestead timing matters too. You must own and occupy the home on January 1 to claim it for that tax year, and you file by March 1. Close in February and you pay the full non-homestead bill for the year.

Detail two. Insurance and flood set your payment as much as the rate
Homeowners insurance in Jacksonville averages somewhere between $3,000 and $3,500 a year depending on the source. That is $250 to $290 a month in escrow before flood coverage.
Flood is where Jacksonville gets specific. The Beaches carry VE zones. The St. Johns River and its tributaries carry AE zones through Riverside, San Marco, Ortega, and Mandarin. In either zone, a federally backed mortgage requires flood insurance.
The new rule most buyers have not heard. Citizens Property Insurance now requires flood coverage on policies with wind coverage. The requirement already applies to homes with dwelling coverage of $400,000 and up. By January 1, 2027, it applies to every Citizens policy with wind coverage, in any flood zone.
If your quote comes from Citizens, add a flood premium to the payment even if the house sits in zone X. Ask for both quotes before you finish your inspection period, not after.

Naval Air Station Jacksonville and Naval Station Mayport both sit inside city limits. Naval Submarine Base Kings Bay is about 40 minutes north in Georgia.

Military income gets underwritten in specific ways.
Basic Allowance for Housing. BAH is non-taxable. On a VA loan it can be counted and often grossed up, which raises qualifying income without raising taxable income.
PCS orders. A buyer arriving on orders can often close before reporting, with the orders standing in for occupancy intent. The timing on the orders matters, so share them with your lender on day one.
Funding fee exemptions. Veterans with a service-connected disability rating are generally exempt from the VA funding fee. On a $315,000 zero-down loan, the first-use fee is 2.15 percent, or $6,773. The exemption removes all of it.

Detail four. Condo rules changed and some buildings no longer qualify
Florida's post-Surfside condo laws apply to buildings three stories and taller. Milestone structural inspections are due at 30 years, then every 10 years. Associations must complete a Structural Integrity Reserve Study, and those reserves cannot be waived.
Buildings that are behind on inspections or underfunded on reserves can become non-warrantable. That means conventional financing may not be available on any unit in the building.
Older oceanfront and riverfront towers are where this shows up most. A 30-year-old building on the Beaches or the Southbank is exactly the profile the new rules target.
Before you write an offer on a condo, ask your lender to check the project against Fannie Mae's Condo Project Manager. Ask the association for its most recent milestone report and reserve study. Special assessments also count in your debt-to-income ratio.

Florida Hometown Heroes. The program reopened on July 13, 2026 with $50 million in funding. It offers up to $35,000 as a 0 percent deferred second mortgage for eligible workers. Funding runs in rounds and can close without notice, so check availability before you plan around it.
City of Jacksonville Head Start to Homeownership (H2H). The city lists assistance of up to $25,000 for buyers at or below 80 percent of area median income. You must be approved before you sign a purchase contract. Buyers who go under contract first can lose eligibility.
